Sanctions have never resulted in regime change. Not once has a nation ever folded because of an embargo or blockade. It is easy to see why. Country X is making your life difficult with their embargo. Do you then turn over control of your country to X? Of course not. If you do then not only will things surely get worse, it will also be harder to escape their grip. Surrender due to sanctions will never happen.
Another way to put it is that sanctions generate hate. Are you going to give your country over to an organization you hate?
Instead what one sees is countries going to extreme lengths to escape control by other nations. Vietnam. Need I say more?
The true goal of sanctions is to reduce competition, tilting the market in favor of domestic business. The public receives less value for its money, thus paying the difference .

Vis a vie Cuba. 60+ years and no change
Sanctions are like mercurochrome - makes us feel like something was done. If we had sent Cuba MTV, spring break, iPhone, Real Housewives of Miami, car dealerships and porn, Cuba would have fallen by now, like the USSR.
