The havenots rebelled. The haves faced a choice. The havenots can be either helped to relieve their distress, or oppressed to shut them up. Door number two was chosen.
A spiral began. People don't like being shut up. The rebellion grows. Oppression must grow to contain it. And so forth and so on. Eventually the police and army decide.
