He was told that “very powerful forces wanted that poppy to be cultivated.” The ostensible goal was to weaken Iran and Russia.
I don’t believe that Iran and Russia consume 93% of the world’s heroin. I bet a lot if not most of that went to the USA. I further bet that the ensuing cash went to unauthorized covert operations and Swiss bank accounts.

I used to work for USAID from 2009 to 2015 as a Financial Management Specialist. I was targeted, bullied and discriminated against. I filed complaints, grievances and even EEOC. Nothing could save me from getting fired by them. They operate outside their own rules, procedures, and Government regulations. I tried to tell, but there is no one to tell. Now, they are getting what they gave me—unemployed. Yay!
